Regional account-opening document guide
Macau Bank account-opening documents and verification points
Opening an account in Macau is subject to the specific bank’s decision based on the applicant’s identity, account type, purpose for opening the account and risk due diligence. The Macau Monetary Authority (AMCM) website provides access to a directory of financial institutions. This topic is suitable for presenting local Macau banks and Macau branches of foreign banks, while clearly distinguishing appointment bookings from account-opening approval.[1] Bank of China Macau’s public information lists different personal account-opening documents by residency category. Its corporate current account page gives examples such as company registration, information on responsible persons/authorised signatories, commercial registration, tax and address documents. These are the bank’s document lists for that product page and should not be presented as uniform requirements across Macau.[2][3]
Information coverage:10 sample institutions have been verified; refer to the live AMCM directory for the complete register.
Personal application documents
- Prepare identity documents according to applicant type: examples listed on Bank of China Macau’s savings account page include valid proof of identity for Macau residents; a valid Chinese identity card and Hong Kong and Macau Travel Permit/passport for Chinese residents; valid proof of identity and proof of address for Hong Kong residents; and valid proof of identity, a non-resident work permit, an entry card, and (if applicable) proof of employment/investment and proof of address for foreign residents.[2]
- ICBC Macau’s public response about personal accounts for non-local residents lists identity documents (such as a national identity card or passport) and proof of address (such as a rental agreement or utility/telephone bill). This list reflects only the bank’s public response; the bank must confirm whether it applies to the applicant’s category. [4]
- Proof of address should be checked against the document types and validity periods accepted by the selected bank. The Bank of China Macau and ICBC Macau pages both list proof of address as a document for some non-local customers.[2][4]
- Tax residency status: Bank of China Macau states that it must conduct due diligence to identify tax residency status and collect relevant information; its page refers to individual self-certification and, where applicable, self-certification forms for entities and controlling persons. [5]
- Proof of source of funds/wealth: No uniform list applicable to all banks and customers was found on publicly available Macau bank pages. Before opening an account, you can confirm with your chosen bank whether you need to explain the purpose of opening the account, anticipated transactions, or provide supporting evidence. Regulatory materials require financial institutions to conduct customer due diligence, but this does not mean every applicant must submit the same set of funding documents.[6][7]
Company application documents
- Company entity and account purpose affect the checklist. The Bank of China Macau page for limited company current accounts lists shareholder or director identity documents, authorized signatory identity documents, articles of association, valid commercial registration, M1 and the latest M7/M8 business tax receipts, shareholder or board meeting minutes, and the company address and proof of address.[3] This page is an example of requirements for a specific bank’s current account, not a uniform checklist for all banks in Macau.
- Bank of China Macau’s page lists the following requirements for sole proprietors: proof of the proprietor’s identity, valid commercial registration or M1 and the latest commercial tax bill for M7/M8, business address and proof of address.[3] The same page sets out separate establishment/authorisation document requirements for entities such as associations and schools; check these according to the entity type.[3]
- ICBC Macau’s SME financing service lists documents such as the latest business registration, M1 and M8, and identity documents and bank statements for company directors/shareholders/authorized signatories. This page describes an SME financing application and should not be mistaken for a fixed checklist for all corporate account openings. [8]
- Identification of relevant natural persons, potentially including the company’s beneficial owners, directors, and authorised representatives, may form part of broader due diligence for corporate customers. The AMCM remote account-opening guidelines expressly state that the scope of due diligence for corporate customers is broader than for individuals and allow banks to use remote channels subject to risk controls; they do not prescribe a uniform set of corporate documents. [6]
- Tax-residency self-certifications may apply to the entity and its controllers. Bank of China Macau states that entity customers and controllers (where applicable) have corresponding self-certification forms. [5]
Application and verification process
- First, check the bank and institution category through the AMCM financial institution directory, then confirm the intended account type, eligible customers, document list, and service locations on the bank’s official website. [1] The bank’s name and its branch/local legal entity category should be verified against the regulatory directory and the bank’s official pages.
- An appointment is only for contacting the bank or arranging for it to handle the application; it does not mean the bank has accepted an account-opening application or completed identity verification. After submission, the bank conducts customer due diligence, verifies documents and decides whether to establish a relationship; the AMCM circular requires institutions to complete customer due diligence before establishing a business relationship. [6]
- Remote account opening is not available to all customers or at all banks in Macau. AMCM guidance allows banks to use non-face-to-face technology to verify individual customers’ identities and to establish relationships with corporate customers through non-face-to-face channels, but corporate customers require more extensive due diligence. Examples in the guidance include video conferences, third-party verification documents, or an initial transfer from an account in the same name as control measures. [6] These are permissible control methods and do not mean that any particular bank necessarily offers remote account opening.
- Some matters expressly require an in-person branch visit: the Bank of China Macau investment services account page states that applications must be made in person at a branch; ICBC Macau also states that non-ICBC customers applying for personal online banking must open an account and activate online banking at an ICBC Macau branch. This information applies only to the specified products/services and does not mean that all ordinary deposit accounts require an in-person interview.[9][10]
- If the bank requests an interview, additional documents or verification of originals, follow the bank’s instructions. Whether online or in person, AMCM requires institutions to take a risk-based approach to customer identification and verification, based on the assurance level of the identity-verification technology and the risks of money laundering/terrorist financing. [6]
Limitations and notes
- Do not promise successful account opening, approval, or eligibility for a particular bank product. AMCM leaves the decision to establish a business relationship to the financial institution's assessment; higher-risk relationships may also require management approval. [6]
- The official account-opening pages reviewed do not publish a fixed processing time or guaranteed timeframe applicable to all banks in Macau. The pages should not promise completion in a number of days or weeks; specific progress depends on the bank’s response after reviewing the complete application and conducting due diligence.[2][3][4][6]
- Requirements vary by bank, product, customer identity, account purpose and risk profile. The Bank of China Macau personal and company lists should be identified as examples from that bank’s page, not presented as universal statutory requirements in Macau.[2][3]
- The Bank of China Macau pages use the entity names “Bank of China (Macau) Limited” and “Bank of China Limited Macau Branch.” Do not conflate the locally incorporated legal entity, the Macau branch and the group brand. Refer to the contracting/servicing entity for the specific account product and the regulatory register information. [2][3][9]
- Regulatory guidance permits the use of technology for remote customer identity verification. This does not mean all banks offer online account opening to new customers; an appointment page is not proof of eligibility for remote opening or approval. [6]
- Digital banks, e-wallets, and payment or remittance service providers are not automatically equivalent to licensed bank deposit accounts just because they offer account-like services. Check the specific institution category in the AMCM register; do not present an institution listed in the non-bank financial institution directory as a bank. [1][11]
