Hong Kong Digital Banks: Check the Licensed Entity First, Then Assess Product Eligibility

Digital banks are a category of bank recognised by the Hong Kong Monetary Authority; they are not the same as payment services, electronic money, or stored-value wallets. The words “digital” or “electronic” in a name do not by themselves establish deposit protection or eligibility to open an account.

Regulatory oversight and deposit protection must be checked separately. Only treat an institution as a bank if it holds the relevant banking license and appears in the relevant regulatory register; payment institutions, electronic money, and stored-value instruments are not equivalent to bank deposits simply because their names are similar.

Items to check before applying

  • Check the legal entity, licensed category, service regions, eligible customer types and latest terms shown on the application page.
  • Check whether deposit protection applies and its scope for the product; do not automatically treat an e-wallet balance as a bank deposit.
  • A remote application, mobile verification, or initial eligibility does not constitute account-opening approval. The bank may still request additional documents, an interview, or reject the application.
